The Third ASEAN Economic Ministers-Ministry for International Trade and Industry (AEM-MITI) Consultations held in September 1994 at Chiangmai, Thailand had agreed to set up a Working Group on Economic Cooperation in Indochina (Vietnam, Cambodian and Lao PDR) and Myanmar, with the aim of supporting these countries to be members of ASEAN. Under the guidance of the ASEAN Economic Ministers and Japan's MITI Minister, the Working Group initiates cooperation activities and assistance programmes for these transitional economies. The meeting was co-chaired by Thailand and Japan with the participation of ASEAN 6(Brunei Darussalam, Indonesia, Malaysia, Philippines, Singapore and Thailand) and CLMV countries.
Followed by Vietnam’s accession to ASEAN, the fourth AEM-MITI Consultation held in September 1995 at Bandar Seri Begawan, Brunei Darussalam had agreed to change the title of the above Indochina, Myanmar-WG to "Working Group on Economic Cooperation in Cambodia, Laos and Myanmar (CLM-WG)" and position the WG under the AEM-MITI Consultations. The twelve expert meetings had been settled under the WG such as HRD, infrastructure development and Automobile Industry, etc.
Based on the progress in cooperation activities in CLM-WG, so to speak "from Planning to Implementation", Japan reiterated its policy to promote the revival of economy and industry in ASEAN with establishing appropriate mechanisms to exchange views and information concerning issues relating to ASEAN-Japan development cooperation under co-chairmanship at ministerial level, within the existing AEM-MITI Japan consultations by restructuring the CLM-WG. In line with this, AEM-METI Economic and Industrial Cooperation Committee (AMEICC) was established in 1998 according to the endorsement of ASEAN-Japan Summit Meeting held in Kuala Lumpur, Malaysia in December 1997, as a body for policy consultations to discuss enhanced industrial cooperation, improvement of ASEAN's competitiveness and development cooperation assistance to the new member countries. The first meeting of the AMEICC was held in November 1998 in Bangkok. The meeting is held annually.
